The corresponding code path was simplified by removing the ExecutionMetricsOnWebhooksFlag and related conditional checks. Validations included successful compilation, no references to the removed flag remaining, and passing webhook tests; the work aligns with ENG-3852 and reduces technical debt. Commit 440edfe2d5ad1870d0652b2a30e3cd341a76df09 captures the rollout and cleanup.
