Delivered persistent visibility for performance-related warnings by ensuring hipRuntimeVersion messages are always printed and by elevating related warnings to be seen regardless of HIP runtime version. Converted the HSA environment warning related to HSA_NO_SCRATCH_RECLAIM=1 into a fatal-path to guarantee the notice is displayed, and strengthened logging to preserve critical warnings across all configured levels. These changes enhance user awareness of potential performance issues tied to HIP runtime version and GPU firmware, reduce misconfiguration risk, and enable faster diagnosis across supported configurations.
