
Eldan Dobbins developed the initial USGS USPVDB Archiver for the catalyst-cooperative/pudl-archiver repository, establishing a class-based architecture and retrieval logic to support versioned data releases for 2023 and 2024. Using Python, API integration, and web scraping, Eldan enabled direct ZIP downloads and aligned the design with the NREL ATB archiver to ensure robust yearly data ingestion. He addressed a critical bug by updating crosswalk URLs to guarantee actual file downloads and enhanced developer documentation with clearer docstrings and version references. This work provided a solid, maintainable foundation for reliable USPVDB data archiving and future extensibility within the project.
