During two months contributing to open-quantum-safe/liboqs, Guoxuan Xu enhanced cryptographic library maintainability and release processes. He improved NTRU seed handling in C, optimizing memory allocation for derandomized operations and strengthening resource management. Xu streamlined the codebase by removing legacy Dilithium signature variants, reducing maintenance overhead while preserving cross-platform compatibility. He also advanced CI automation by refining GitHub Actions permissions for better governance and reporting. In addition, Xu updated documentation and release notes using Markdown and scripting, standardized build scripts with CMake, and replaced SPHINCS+ with SLH-DSA in the standard build, supporting faster, more reliable release cycles and improved documentation clarity.

Concise monthly summary for 2025-10 focusing on key accomplishments in open-quantum-safe/liboqs, including feature delivery, CI/process improvements, and documentation enhancements that enable faster release cycles and improved product quality.
