This foundational work supports CI/CD readiness and simplifies onboarding for new contributors by providing a single, consistent source of truth for compile options. No bug fixes were addressed during this period, as the primary effort centered on infrastructure improvements to enable more reliable and maintainable development cycles for future enhancements.
