Improved the TransactionRecorder component by adding detailed Rust documentation that clarifies its role in sending transactions into the PoH stream via the PoH service. This update aimed to streamline developer onboarding and improve code discoverability, particularly for those using language server protocol (LSP) tools. Emphasized code clarity and documentation as primary skills, ensuring that future contributors can more easily understand and navigate the codebase without introducing behavioral changes or risk.
