Enhanced HTTP authentication parsing in the OCI opener by implementing case-insensitive handling and normalization of authentication headers, aligning with RFC 7235 standards. Introduced helper utilities to centralize and simplify header parsing logic, improving maintainability and reducing operational risk. In spack/spack-packages, updated the ECMWF stack across multiple packages, removed outdated dependencies, and applied consistent formatting and code quality improvements. These changes improved build reproducibility, reduced technical debt, and streamlined future maintenance, supporting more reliable and up-to-date package management workflows.
