Refactored CLI parsing, improved encoding handling, added input validation, and modernized C# syntax. Implemented a robust test suite to validate command-line processing and CLI behavior. Resolved PSP command-line encoding issues as part of this effort, resulting in a more reliable, cross-environment CLI surface and reduced risk of regressions.
