Addressed flakiness in the BrokerDispatchRateLimiterTest by refining metric generation and validation, which improved the stability of core rate-limiter tests and increased confidence in release processes. Updated documentation to clarify the steps for enabling GitHub Actions in personal CI workflows, making it easier for new contributors to set up and participate. Leveraged Java, Markdown, and GitHub Actions to align testing and documentation practices with CI standards, ultimately reducing debugging costs and accelerating onboarding for the Pulsar and Pulsar Site projects.
