This change improves data synchronization reliability and reduces fetch failures, delivering more consistent data availability for downstream services and users. The change was implemented in shardeum/shardus-core with a single commit: d51a0e4f1aa17ec45e5fba6feb415b2ffa7949be (bump timeout to 10 seconds for NGT list).
