Implemented a concurrency observability feature in the Admin modules to detect and report when multiple threads concurrently process administrative operations for the same data store. This includes tracking in-flight threads per store and logging an error if more than one thread is active for a single store to identify potential throughput bottlenecks. Changes touched AdminConsumptionTask and AdminExecutionTask to manage and monitor thread activity, complemented by new unit tests.
