Addressed AV1 encoding test logic to ensure correct transform-set capability handling. Delivered Windows-specific gating for FullQpRangeSupport to prevent cross-platform issues and expanded driver support for full QP range in AVC encoding. Enhanced verification infrastructure and CI integration, strengthening test alignment and enabling more flexible, reliable encoding workflows across hardware and software boundaries.

In vpl-gpu-rt, implemented Windows-only gating for FullQpRangeSupport to prevent cross-platform issues, including removing the capability from libva MFX_ENCODE_CAPS and guarding usage with MFX_VA_WIN. In intel/media-driver, added full QP range support for AVC encoding on 8-bit 4:2:0 (QP 0-51), with driver feature expansion, capability advertisement, and verification infrastructure. These changes enhance encoding flexibility while preserving cross-platform stability, improve low-QP handling, and strengthen verification and upstream test alignment.
