This enhances interoperability and reduces downstream mapping errors for medical institution identifiers. The work was implemented via two commits addressing issue #765. Benefits include improved data consistency across JP FHIR implementations and easier maintenance of identifier semantics. No other features or bugs were logged for this repo this month.
