Worked on improving build system management for the ROCm/jax repository, focusing on dependency hygiene and build simplification. Addressed a bug by removing an unused @xla dependency from the rocm_plugin_extension build configuration, which reduced build complexity and minimized the risk of future conflicts. This change, implemented using BUILD language and build system management skills, maintained full backwards compatibility and did not alter any existing functionality. The update contributed to faster continuous integration cycles and streamlined maintenance. Documented the dependency pruning process to support future contributors, ensuring ongoing stability and maintainability for the ROCm/jax build environment without introducing new features.
