In EquiStamp/ca-k8s-infra, added exponential backoff for the wait_for_ray startup in the Makefile, enhancing cluster readiness resilience and providing clearer diagnostics (commit a97201ecc81df37fe7c3031349e3a21fed48ebdd, related to #42).

Achieved clearer ownership via CODEOWNERS refactor and faster developer ramp-up via improved README and setup scripts, aligning with product stability and faster feature delivery. This set of changes reduces onboarding time and ownership ambiguity, enabling the team to scale effectively.
