Fixed critical provisioning issues in CI (CI-15437) across two commits. These changes reduce external dependencies and enable consistent multi-cloud deployments, improving time-to-provision and maintainability. Technologies demonstrated include cloud-init, template engineering, embedding assets, and CI workflow improvements.
