Enhanced CI/CD governance by refining pull request template validation using GitHub Actions and YAML, ensuring required sections are completed before merging and reducing unnecessary CI runs on draft PRs. Relocated PR templates to the .github directory, streamlining repository structure and supporting better template management and discoverability.
