Implemented safeguards to prevent PostgreSQL 11 installation on RHEL 9 images, ensured PostgreSQL 14 is installed by default, and conditionally added PostgreSQL 17 for other RHEL versions. Removed PostgreSQL 11 packages when image subtype is Docker or OS is redhat9. This work reduces deployment risk, aligns with the supported PostgreSQL matrix, and improves stability for customer clusters running RHEL-based images.
