Relocated the .clang-format-ignore file to the third_party directory to prevent overrides during chromium rolls, ensuring consistent formatting standards. Enhanced review routing and ownership mappings to reduce review churn and accelerate merges. The work emphasized code ownership management, DevOps practices, and text-based configuration, contributing to more stable and maintainable integration workflows.
